Notes for DICTATOR II - Final Battle!
ToT SCENARIO.

A few weeks ago I was tempted to release the V5 version of Dictator.
But decided to totally rebuild the scenario from the ground up.
There were some fundamental problems in Dictator, like the AI unit usage,
unrealistic war events, and worst of all, the 'too many units' problem.
The 'too many units' thing was caused by the fact that I was using a giant
map with a maximum amount of cities. The map was too big to conquer...

Simply, the amount of units being made by the AI and human player were far 
exceeding the unit limit, throwing the game into disarray. I set out to
create a new map, but ended up addressing a whole host of other issues in
the scenario, like icons, cities, people, rules and a ton of new events.
I noticed that the AI was not utilising the full range of units available,
because of the annoying Civ2 glitch involving unit strengths and roles.

Fixing this involved a new hit/firepower ratio system for each unit.
Which now enables the AI to use all the units to it's full advantage.
I also decided to use little AVI movies to illustrate crucial war events.
They are not long, but add to the experience...a little reward for your victory!

By the end of these changes, I realised that the mechanics of Dictator 
had evolved so much it was nothing like the original...and played far better.
All in all, Dictator II is a step forward from the first Dictator scenario.
Like Planet of the Apes, it is not a remake, but a re-imagining.
From the WAVs to the AI performance, all is changed, hopefully for the best.

For those who have played before.
---------------------------------------------------------------------------------------------
Although the looks have changed some, the goals are the same, only more focused.

To win the war the Third Reich will have to blast through Europe;
PARIS, LONDON, MOSCOW, LENINGRAD, and of course, STALINGRAD must be crushed!
Many grim battles lie ahead for Germany's grey legions...

The Japanese Empire will triumph if it can conquer swiftly;
PEKING, SHANGHAI, HONG KONG and MANILA must fall before the Imperial Army.
Rule China and cripple US naval power in the Pacific. 

Soviet Russia must face the challenge from enemy invasion from Germany;
WARSAW, VIENNA, MUNICH, PRAGUE and finally, BERLIN must fall to the Red Army.
Of course this is assuming that Russia survives the Blitzkrieg onslaught...

North America has the luxury of choosing what enemy to target;
BERLIN, ROME, TOKYO and perhaps even MOSCOW may have to fall to the Allies.
The clock is ticking, however and the Axis may come looking for war...

Britain and it's allies must survive the assault conducted by Germany then Japan;
PARIS, OSLO, ROME, ATHENS and finally BERLIN must be liberated from Jerry!
In addition, gaining some new colonial real estate wouldn't hurt much, eh?

The Allied Nations have no agenda of conquest, only one of neutrality.
Trade and making sound diplomatic choices are the way to survival, and victory...
The nations of the Alliance have an interest in peace, they will not tolerate war.

The Eastern Allies have only one agenda, survival against the odds.
Surrounded by enemies and open for conquest and exploitation by the major powers,
The challenge is to dig in and make it through the battle without losing too much.

The same military dictators are there, Adolf, Stalin, Tojo, Eisenhower and Monty.
In charge of the lesser oppressors are Marshall Tito and General Henri Guisan.
Also all the best Soviet, German and Allied units are still in there, with a few
new powers, and also the Rebels (Barbarians) have a new deadly foot soldier!

INSTALL NOTES

This is a totally new scenario and not an update for Dictator.
DO NOT unzip these contents into the Dictator Folder!

For first-time install, follow this operation...

In TOT root directory, Make a DICTATOR II HISTORIC scenario folder.
Make a SOUND folder within the DICTATOR II HISTORIC scenario folder.
Copy the appropriate files from the zip into the DICTATOR II HISTORIC scenario folder.

You should have;

Terrian2.bmp
Icons.bmp
Improvements.bmp

Title.gif

If you are missing any of these, check your zip, or contact me.

Copy the sound zips contents into the SOUND folder.
Install any ToT upgrade patches if not done so already. 
Install no-limits to enhance the economic factor.
You think you are ready, General? Not yet, read on...

SUPER IMPORTANT! Backup and remove all sprite files (.spr) from ORIGINAL TOT directory!
---------------------------------------------------------------------------------------------
Even if you disable animated units, crazy TOT will try and refer to the static UNITS.bmp
and UNIT.spr files within the "original" folder, removing the .spr files forces the game 
to use the WW2 units file in the scenario, if you backup the files, you can restore them
without any hassle, the next time you want to play regular TOT with animated units...

If you do not do this, you will have weird TOT units instead of WW2 stuff.
And EVENTS.txt problems will occur!

If you have followed these instructions...Now you should be ready for WAR!!!
Make sure you read the combat tips before you go for the world domination!

Dictator II - GAME NOTES
---------------------------------------------------------------------------------------------
Dictator II is a fun scenario, and not a history lesson.
The scenario starts in 1940 and continues to 1950 and beyond.
 
Depending on how you play, the war may last longer or end quicker.
I have added some super units to entice the player to do research.
The jet bomber and interceptor represent the zenith of jet and rocket tech.
 
I decided to use the most popular WW2 weapons, but there are many others
I would like to use, ToT has tons of unit slots, but never enough for 
a WW2 scenario, but I have tried to give a good mix.
 
The atom bomb is available to all empires. 
Obviously, some powerful empires will have the bomb quicker...
 
Diplomacy and tech swapping is only possible in open season mode.
Tech exchanges for national unit techs is not recommended unless you are a minor empire.
Britain with Fw190s does not really look correct...but try it if you must!
 
Due to TOT and it's limited amount of playable CIVs, some nations had to
be combined under one empire, hence, the Eastern Allies and Allied Nations.
I wanted a global war scenario, and would not compromise with a mere
"Europe with Eastern USA" map. I want world Domination and nothing else!
 
This meant I had to make India and China a single empire.
Also The Allied Nations comprises...um, Allied Nations!
It's the main powers, Japan, USA, Germany, UK and USSR that count anyway...

DICTATOR II - Final Battle!

ToT SCENARIO.

GENERIC UNIT AND WEAPON INFORMATION.
---------------------------------------------------------------------------------------------
Infantry
Basic garrison personnel. 
Poor against powerful Vehicles.
 
Snipers
Very good at hunting enemy infantry. 
Not much use against combat vehicles.
 
Partisans
Patriotic one-shot attackers.
Cheap and good at causing havoc behind enemy lines.

Anarchists
Chaotic powerful attackers.
More powerful version of the partisan. Beware!
 
Paratroopers 
Tough airborne troops. 
Drop them in as defenders or attackers when dealing with a medium target.
 
Marines
Tough amphibious soldiers. 
Good at smashing into cities defended by infantry.
 
Commandos
Elite specialists.
Good at most missions, but don't send them in unsupported.
 
AA Guns
Good defence against aircraft enemies.
A single emplacement won't stand up to a sustained pounding though...
 
Motor Infantry
A regiment of garrison infantry.
Good for defending, but don't expect too much from them.
 
Armour Infantry
Same as Motor Infantry, but with superior defence.
 
Basic Tank
A light tank used by the minor powers.
Not a match for any major nation's armour.
 
Field Gun
A standard anti-tank gun. (30mm to 75mm) 
Good against smaller tanks and infantry, use it to support your assaults.
 
Artillery
A heavy calibre weapon. (75mm to 280mm)
Can pound most targets to debris, use against tougher defences and tanks.
 
Rocket Artillery
Lethal barrage weapon. (Katyusha, Nebelwerfer)
Smashes enemies to smithereens. Use against ultimate foes or stubborn defences.
 
Fighter 
Basic air defence and attack plane. Modest defender.
Adequate, But don't dogfight with advanced enemies!
 
Bomber 
A fairly reliable medium bomber.
Good against light ships and modest foes. Make sure it has support from fighters.
 
Jet Fighter
Fast, deadly and great at air combat. Good defender.
Will blast light bombers to bits. Don't expect it to perform a bombing role.
 
Jet Bomber
Giant high-altitude bomber.
Will decimate all but the most stubborn defenders. Good against shipping.
 
Interceptor
The ultimate war plane. Awesome defender.
Invincible to piston-engine bomber aircraft. Expensive to buy, so keep it protected.
 
Atom Bomb
Early atomic device. (delivered via bomber)
Destroys anything. Atomic bomber attacks can be stopped with some air defence systems.
 
Submarine (carries missiles, if available)
Below-surface raider and scout.
Preys on light ships. May have to attack big vessels in packs.
 
Freighter
Standard cargo vessel. (carries eight units)
Unexciting but vital ship. Can defend itself, but really needs escort by warships.
 
Destroyer
Light escort and anti-sub ship.
Reliable patrol craft, but will be obliterated by heavy vessels.
 
Cruiser
Medium escort and assault vessel.
A decent enough ship, with good capabilities. Good for bombarding light targets.
 
Pocket BB
Medium to heavy escort warship.
Fast and reliable vessel. It's AA guns make it a vital component of most fleets.
 
Battleship
Heavy surface capital warship.
Brings it's heavy guns to bear on land and sea targets. It may need escort.
 
Carrier
Naval Command HQ and floating airfield.
Important for projecting airpower into naval conflicts. Protect with AA ships.
 
Super Battleship
Capital vessel and super-heavy battleship.
Superb at naval warfare and bombarding coast units. The ultimate naval challenge.

THE THIRD REICH 
---------------------------------------------------------------------------------------------
Wehrmacht
Standard German infantry formations.
Good at garrison duties and light skirmishes. Don't rely on them too much.
 
Fallschirmjger 
Germany's Elite Para-drop troops.
Same as Paratroopers, only with superior attack and defence, but not invincible.
 
Waffen SS
Elite soldiers. The armed branch of Germany's Schutze Staffel.
Superb at most duties, use them to attack inferior infantry or light tanks.
 
Wirbelwind 4x20mm
Improved AA emplacement.
Higher training levels make them superior to standard AA gun crews.
 
88mm MP Gun (AT or AA)
German standard heavy field weapon.
Fast rate of fire and toughness make this a good weapon against tanks.
 
PanzerGrenadiers
Elite Motorised troops of the Wehrmacht or SS.
Their armoured Hannemogs give them protection when supporting Panzers.
 
PzKw III
Light German tank.
Modest armament and adequate armour. Quickly outclassed by newer designs.
 
PzKw IV
Reliable German medium tank.
Good battlefield performance. Can take on most enemies in the the medium tank class.
 
PzKw V
The Panther medium tank.
Re-designed armour and good attack make this a match for most Allied tanks.
 
PzKw VI
The Tiger heavy tank.
Deadly 88mm gun and 80mm armour make this a formidable combatant. 
Expensive, but Will reduce most Allied tanks to scrap metal.
 
PzKw VII
Improved Tiger heavy tank.
Same Tiger tank with better armour. Will vaporise most targets.
More expensive than the Tiger I, but a war-winning machine.
 
PzKw VIII
German Lowe super-heavy tank.
220 tonne beast with immense armour and armament. Appears late in the game.
Hard to produce, but slow and unstoppable, an Allied tanker's nightmare.

Pilot less Missile (V1)
Multi-role projectile.
Blasts ships, troops and tanks. Protect against missiles with AA ships and vehicles.
 
Me109 
Standard German Luftwaffe fighter. Adequate defender.
Decent enough, but will be outclassed by later Allied types.
 
Me110
Luftwaffe Twin-engine escort fighter. Adequate defender.
Can do recon or air combat. Not a match for the Spitfire or Mustang.
 
Fw190
Superior German interceptor.
Can dogfight or blast bomber formations. Good defender.
Will give most of the Allied fighter types a challenge.
 
Me262
Deadly German jet interceptor.
It's 30mm guns make short work of bombers. Superb defender.
Decent range but will be prioritised to defending Reich cities.
 
Ju87
German ground attack aircraft.
Good at softening up ground foes. 
Easy meat for enemy fighters, so keep it escorted.
 
He111
German medium bomber.
Luftwaffe's favourite bomber. Adequate payload makes it a good attacker.
Good at killing ships, but will be picked off if not escorted.
 
Ju88 
Improved German bomber.
Versatile and Adequate attacker. Use against medium ships and tougher targets. 
Good defence, but won't survive a dedicated fighter attack.

He177 Griffon
A large two-engine attack and recon plane.
Great against tanks and medium foes. It may need escort, however.
 
Ju290 Zealander 
Four-engine Luftwaffe heavy bomber.
It's range and attack make it good in the maritime attack role or recon.
Escort may be needed against more stubborn foes.
 
Bismarck
German Super Battleship.
Awesome attack but poor armour may require it to escorted by AA vessels.
An expensive unit, though if Germany begins to mass-produce these ships,
The sea war will be a huge problem for enemy naval forces.
 
Germany's modest navy includes:

British Infantry
Standard troops of the UK.
Decent offence and defence power. Use for garrison duties and light
assault.
 
Cromwell
Reliable British medium tank.
Although not amazing, it can plough through infantry with ease.
 
Churchill
Robust British battle tank.
It is a good tank like the Cromwell, but needs support from artillery.
 
Spitfire
Durable multi-role fighter.
The finest piston engine British fighter. Superb defender.
Great for safe-guarding cities against enemies. Limited bombing
possible.
 
Typhoon
Heavy tactical fighter-bomber.
The Typhoon lives up to it's name. Dealing death from it's four 20mm cannons.
Excellent for beating up enemy troop formations.
 
DH Mosquito
Multi-role tactical light bomber.
Rugged and deadly, the Mosquito will pound enemy armour and ships.
Best used along with ground forces.
 
Avro Lancaster
Strategic heavy bomber.
The Lancaster will blast enemies in a bombing role.
Use against medium targets and upwards. Escort may be needed.
 
Britain's powerful navy includes:

THE SOVIET UNION

Red Army
Rank and file of the Soviet forces.
Cheap and expendable. Use for garrison duties, or mass attacks.
 
Elite Guards
Fanatical Soviet veterans.
Their high attack will enable them to destroy anything, except heavy tanks.
 
T26
Obsolete early tank.
Poor attack and light armour make them suitable only for support roles. 
 
T34
Rugged Russian medium tank.
Superior design give this armour good survivability. 
A match for most German medium tanks.
 
Josef Stalin Tank
Powerful heavy assault tank.
Will pummel most of Germany's armoured vehicles. Can battle Tiger tanks.

Su152 Tank Hunter
Not heavy on armour, but deadly AT gun will give it's foes a challenge.
Best used along with the Red Air force and the JS2 and T34.
 
I-16
Early Russian fighter. Poor defender.
Inferior stop-gap fighter. Not a match for high-performance German designs.
Will deal out destruction to bombers though.
 
Schturmovik
Soviet tactical support bomber.
Good for destroying armour with it's cannons and bombs...Rugged and very nasty.
 
Yak9
Rugged Soviet multi-role fighter. Superior defender
Can dogfight with most Luftwaffe types. Light bombing also possible.
Provides much-needed air cover over embattled Russian airspace.
 
Soviet Russia's meagre navy includes:

UNITED STATES OF AMERICA

GI Infantry
North America's rank and file conscripts. 
Use for assault and defence. They need air cover to operate properly.
 
M4 Sherman
Rugged US medium tank.
Although a tough customer. It's no match for German tanks.
In large numbers and with air cover, it can deliver the goods.
 
M26 Pershing
Reliable US heavy tank.
Heavy enough to bash the larger German armour, and will flatten troops.
It arrives in 1945...maybe too late to make much impact.
 
P38 Lightning
Robust USAF fighter bomber. Adequate defender.
Can deal out pain with it's 20mm cannon and machine guns.
Will be prey to axis interceptors, so escort it!
 
P47 Thunderbolt
Heavy tactical fighter bomber and escort. Adequate defender.
Lumbering fighter but a good bomber! Will spray lead death at enemies.
 
B17 Fortress
North America's heavy tactical bomber.
A rugged customer, and capable of devastating enemy targets.
With a good fighter escort and numbers, it can do the job.
 
P51 Mustang
North American escort fighter. Superior defender.
The vaunted eagle of the USAF. Agile but also fragile.
Not suited to bombing runs. One 30mm shell will kill the 'mighty' Mustang.
Beware of cannon-toting Luftwaffe fighters!
 
B26 Marauder
Heavily-armed tactical medium bomber.
It's multi-role capabilities make it an implacable foe to the axis.
Tough, with a high defence, it is very hard to shoot down.
With optional 12 colt machine guns in the nose, it's a killer.
 
North America's mighty navy includes:

THE JAPANESE EMPIRE
---------------------------------------------------------------------------------------------
IJN Marines
Tough warriors of the Imperial army. They are cheap but versatile.
Amphibious assaults are what these soldiers do best. Weak against tanks.
 
A6M2 Zero 
Multi-role Navy and army fighter. Good defender.
Lightly built but deadly, the Zero will run rings around it's USAF
rivals. Use for air combat and leave the bombing to the Betty bombers.
 
Gm4 Betty
Long range tactical bomber.
The betty is primarily used for army support and naval bombardment.
Cheap and numerous, they will hassle the Allied forces constantly.
They will not stand up to a beating though, so have the Zeros ready.
 
Japan's mighty naval force includes:
